Stephen’s early passion for environmental conservation and policy decision-making led him to pursue a career in planning. His Master’s thesis focused on transboundary water assets and the political frameworks that govern water use and guide resulting planning and development practices. He further developed his planning skill set while working at the City of Charleston, South Carolina, first in the Planning department and then as the City’s first Floodplain Manager. In that role, he developed the City’s floodplain management program and was a core member of the City’s Resilience and Sustainability leadership. Now based in Western North Carolina, he applies his expertise to help other communities in meeting their flood resilience goals.
