RISE Urban Resilience Challenge: Integrating Equity & Transportation into Regional Long-Range Transportation Plans

This project supported the development of AccelAdapt Mobility, a standalone data analytics tool derived from Fernleaf's SaaS product, AccelAdapt. It was designed to help transportation planners assess community impacts of flooding-related mobility disruptions, particularly in underserved areas. The tool was created in partnership with the Hampton Roads Transportation Planning Organization (HRTPO). The collaboration aimed to integrate equity into resilience project prioritization, focusing on the Long Range Transportation Plan (LRTP) process. A pilot analysis supporting the Hampton Roads 2050 LRTP was conducted, incorporating community impact and equity factors. The project also established a framework to evaluate neighborhood vulnerability and risk when access to key regional services is compromised by various flood scenarios, utilizing census-based socio-economic metrics and network drive time analysis.
